what part of the beach is public in Hawaii?

I know that all beaches in hawaii are public, but how far up the beach does that actually go? Is it to the high tide mark, or the line of shrubs that usually are up a few feet from the high tide mark? Or is it some other mark?

That is in debate now. If you say the shrub line, people can plant shrubs and move their property line towards the beach. High tide varies according to seasons.

You also have to consider erosion and accretion.

    It’s supposed to be up to the grass or shrub line, but there’s a controversy now about land owners planting grass and shrubs to enlarge their properties, lots of people on Kauai have already gotten in big trouble for that, but as far as your question, it’s up to the grass line.
